For the cheapest room I could find in Dijon, I got a large bed, a wonderful shower and bathroom, a television, a kitchenette, large windows. I was very satisfied.
The room had a faint smell of cigarettes. But hey.

The desk clerk was friendly and tried her best to speak English. The breakfast attendant was also nice.
It was truly awful! Our room was supposed to be non-smoking, but reeked of stale smoke and there were cigarette burns on every surface. The bathroom was ridiculous - like those made all of plastic on an airplane and just as small. There was a weird bunk bed sort of contraption above the very lumpy bed that I bumped my head on 3 times. The room looked like a prison cell with linoleum floor, no closet, fluorescent lights. No one should ever stay here.

Hotel very well located
The breakfast is really to be avoided and should be offered early +. The reception hall is in a sorry state. Bedspread with dubious tasks.
